Rainfall from the hurricane swells the rivers, flooding tens of thousands of homes, businesses and communities across the eastern third of the state. Dr. Cynthia Burnett and her husband, Buster Leverette, operate a veterinary clinic in Burgaw, North Carolina. Despite the danger involved in navigating the flood-ravaged area, Buster takes his boat and sets out to help the stranded animals. The dogs stuck in the flood with no food to eat begin eating cardboard, string and other items just to survive, begins to make them sick. This requires Cynthia to now perform surgery on them.
